Environmental protection policies affect the demand of construction machinery, and promote the quality of filter industry
Not long ago, the China Construction Machinery Industry Association announced the sales volume of excavators in May. The growth rate of 68% not only shows that the resumption speed of domestic construction projects is accelerated, and the downstream construction demand is strong, but also shows that the effective investment projects in various regions are effectively implemented.
What kind of impact will environmental protection policy have on the market demand?
Environmental protection signals revealed by NPC and CPPCC
The two sessions were held smoothly. The government work report pointed out that China's pollution prevention and control continued to advance, the discharge of major pollutants continued to decline, and the overall ecological environment improved. At the same time, the need to improve the effectiveness of ecological environment governance, highlighting the legal, scientific and accurate pollution control. We will deepen air pollution control in key areas and expand energy-saving and environmental protection industries. Then, as an important source of non road machinery emissions, the government will be more stringent on the supervision of construction machinery emissions.
In addition, the intensive issuance of special bonds has significantly increased the amount of funds obtained in the direction of ecological and environmental protection. In the first may of 2020, 107 special bonds for ecological and environmental protection were issued, with a total scale of 184.5 billion yuan, accounting for 8% of the newly added special bonds.
The NPC and CPPCC have released positive environmental protection signals, indicating that environmental protection will not release water under the epidemic situation, the direction will not be changed, and the efforts will not be reduced.
Environmental protection policy promotes the demand of construction machinery renewal
In 2019, the annual report on environmental management of China mobile sources (2019) released by the Ministry of ecological environment announced the emission of non road mobile machinery in 2018: the emission of sulfur dioxide (SO2) was 595000 tons, hc762000 tons, NOx was 5.621 million tons, and PM was 445000 tons; the emissions of NOx and PM were equivalent to those of motor vehicles. The problems such as serious over standard emission, long service time and poor maintenance have become urgent problems to be solved.
It is reported that the annual emissions of HC, NOx and PM from a single excavator are about 5, 19 and 17 times that of a single motor vehicle, which shows that there is huge space for governance. therefore Excavator filter element Quality upgrading has become the biggest demand point in the market.
In addition, the Ministry of ecology and environment issued the "emission limits and measurement methods of exhaust pollutants from diesel engines for non road mobile machinery (phase III and IV of China)" on February 20, 2019 (GB 20891-2014) amendment list (Draft for comments), the implementation date of the fourth national standard is determined as December 1, 2020. After that, the mobile machinery of the third and previous stages will not be produced, sold and imported in China.
Among them, there are several signals: the pressure on dealers to clear inventory is great; the replacement of new and old equipment in the market is accelerated; the technical threshold of the industry, especially the core components such as engines, is high.
Since April, the epidemic situation has gradually improved. The resumption of work and production of engineering projects in various regions has been continuously promoted. The good performance of the excavator market has fully boosted the confidence of the upstream and downstream, and the replacement of new and old equipment has been carried out in an orderly manner. In addition, under the subjective impact of the global supply chain, domestic manufacturers are expected to speed up the development of domestic parts and components, which may accelerate the pace of import and export.
Strict delimitation of forbidden areas in provinces and cities to promote equipment renewal
On November 9, 2018, the electronic version of GB 36886-2018 exhaust smoke limits and measurement methods for off road diesel mobile machinery (hereinafter referred to as the "standard") was issued for the first time on September 27, 2018. The standard will be implemented from December 1, 2018. The standard specifies the smoke limits and measurement methods of off road diesel mobile machinery, and has become an important reference standard for defining high emission non road mobile machinery in some provinces and cities.
On January 4, 2019, the Ministry of ecology and environment, together with 11 departments, issued the action plan for tackling key problems of diesel truck pollution control (hereinafter referred to as the plan). The plan pointed out that the imported second-hand off road mobile machinery and engine should meet the current national emission standards for new production of non road mobile machinery; all localities should strengthen the supervision of new production and sales of engines and non road mobile machinery Supervision and inspection; all localities shall delimit and announce the forbidden use of high emission non road mobile machinery areas according to law, which shall be completed by the end of 2019 in key regional cities and by the end of June 2020 in cities in other regions. With the arrival of the deadline for the designation of prohibited areas, provinces and cities have gradually implemented it.
